What is the quorum for a strata meeting?

Quorum is the minimum number of owners (in person or by proxy) needed for the meeting to legally proceed — usually 25% of lots or 25% of unit entitlements, whichever is lower. If quorum isn't reached, the meeting is adjourned and reconvened.

If a re-convened meeting still doesn't reach quorum, in most states whoever is present forms the quorum and can vote. This is why even small numbers of attendees often pass major motions — owners who don't show up, don't get a vote.
