Who decides the strata budget?

The strata manager prepares a draft budget based on the previous year's actuals, expected price rises and the sinking fund forecast. The committee reviews it. The full owners corporation votes on it at the AGM and can amend any line item before approval.

If the proposed budget jumps significantly, ask the manager for a written explanation of every increase over (say) 10%. You can move amendments at the AGM to reduce specific line items — but be careful not to underfund essential services or create a sinking fund shortfall.
