No, there's no law requiring 3 quotes for the management contract itself. But getting at least 3 is best practice — and most committees will struggle to justify a single-source decision to other owners at the AGM.
Some states do require multiple quotes for individual works contracts above a threshold (e.g. NSW requires two quotes for works over a certain dollar amount). Those rules apply to the manager's procurement of trades, not the appointment of the manager itself.
